In a small bowl or measuring cup, mix together the olive oil, lemon juice, oregano, black pepper, red pepper, and salt. Set aside.
In a 9-x-13-inch oven-safe baking dish, add the fish, tomatoes, capers, and garlic in an even layer.
Pour the olive oil mixture over the fish, tomatoes, capers, and garlic. Gently toss the ingredients in the dish until evenly coated.
Bake at 425 degrees F for 25 minutes. Turn the broiler on for the last 2 minutes to get some nice caramelization on top.
While the fish is cooking, make the rice according to the directions on the package. Rice cooking time will vary depending on what type of rice you use.
Serve the fish over freshly cooked rice and enjoy.
Notes
This recipe works great with most fish including salmon, tilapia, flounder, and mahi-mahi. You can even replicate it with shrimp!
